Covid-19 Update

FLCC COVID-19 UPDATE (07/04/2020)

We bring to your attention to a recent development that will impact some FLCC residents. On June 24, 2020, Governor Cuomo issued Executive
Order 205, Quarantine Restrictions on Travelers Arriving in New York,
effective June 25, 2020.
The order directed the New York State Department of Health (DOH) to
issue a travel advisory that “All travelers entering New York from a state
with a positive test rate higher than 10 per 100,000 residents, or higher than
a 10% test positivity rate, over a seven day rolling average, will be required
to quarantine for a period of 14 days consistent with Department of Health
regulations for quarantine.”
The list of states currently affected include the following: Alabama,
Arkansas, Arizona, California, Florida, Georgia, Iowa, Idaho, Louisiana,
Mississippi, Nevada, North Carolina, South Carolina, Tennessee, Texas, and
Utah (see, DOH website, https://coronavirus.health.ny.gov/covid-19-travel-
advisory). This list will be updated by the DOH on a weekly basis on its
website, https://coronavirus.health.ny.gov/covid-19-travel-advisory
(“Restricted States”).
Since there may be FLCC residents currently in at least one of the affected
states listed in the paragraph above who may be planning to travel back to
New York, specifically to their unit in Forest Lake, we want to make
everyone aware that they must quarantine for a period of 14 days. While
there are exceptions for specified essential workers, the detailed quarantine
requirements, listed in the DOH’s Interim Guidance for Quarantine
Restrictions on Travelers Arriving in New York State Following Out of State
Travel (“Interim Guidance”) include:
 The individual must not be in public or otherwise leave the quarters
that they have identified as suitable for their quarantine.

 The individual must be situated in separate quarters with a separate
bathroom facility for each individual or family group. Access to a sink
with soap, water, and paper towels is necessary. Cleaning supplies
(e.g. household cleaning wipes, bleach) must be provided in any
shared bathroom.
 The individual must have a way to self-quarantine from household
members as soon as fever or other symptoms develop, in a separate
room(s) with a separate door. Given that an exposed person might
become ill while sleeping, the exposed person must sleep in a separate
bedroom from household members.
 Food must be delivered to the person’s quarters.
 Quarters must have a supply of face masks for individuals to put on if
they become symptomatic.
 Garbage must be bagged and left outside for routine pick up. Special
handling is not required. *
 A system for temperature and symptom monitoring must be
implemented to provide assessment in-place for the quarantined
persons in their separate quarters.
 Nearby medical facilities must be notified, if the individual begins to
experience more than mild symptoms and may require medical
assistance.
 The quarters must be secure against unauthorized access.

*Please notify the maintenance staff to arrange a schedule for garbage pick
up.
Please be aware that Executive Order No. 205 also provides that any
violation of the travel advisory may be enforced by a local department of
health and may subject someone who is non-compliant to a civil penalty.
In addition, several residents have shared their concerns about some not
adhering to social distancing. Please remain diligent in your efforts to keep
each other safe. The board reminds you to maintain 6’ distance while sitting
at the lake or swimming. Please disinfect any sports equipment after use.

FLCC COVID-19 UPDATE (05/21/2020)
 
 
The board would like to address several important COVID-19 items that need clarification.
First, in an effort to remain transparent, the Board would like to inform the Shareholders of the procedure we must follow regarding the FLCC COVID-19 Plan and its restrictions on our community.
As Governor Cuomo changes or lifts specific NYS Orders, each County and local government must fully enforce minimum rules and may impose additional conditions.  After the governor announces any changes, the board must then seek guidance from DBCH so ensure FLCC is following both state and local mandates.  As a result, you may see a delay in FLCC following the state mandates.  Please be assured that we are working diligently to get you the most recent information and how it pertains to our community.
·      DBCH made a change to our COVID-19 Plan requiring that our laundry rooms be cleaned twice daily.  We are having difficulty acquiring antibacterial wipes, which our Plan requires to be in each laundry room.  Until we are able to purchase them, we ask all Shareholders to bring their own wipes when doing laundry. We have been able to acquire a generic hand sanitizer to be left in each laundry room as a precaution.  Keep in mind that you are required to wear gloves when doing your laundry.
·      One of the caveats in our Plan is, “Only Shareholders and their immediate family are allowed”.  We must clarify the term ‘immediate family’.  The rule should more clearly read, “Only Shareholders and those people who live in their single residence are allowed”.  As we stated in our previous email, the same stay-at-home orders that apply to your permanent home, apply to FLCC.  This means that only those who live with you should be in your bungalow.  Any family member visiting for the day, who does not live with you, should not enter and should practice social distancing while outside.
·      After many unreturned phone calls, the county has given us permission to open the lake beginning Friday, May 22 for swimming and sunbathing BUT we must practice social distancing both in and out of the water.  We must also operate the lakeside at 50% capacity.  This means that once all the square footage at the lake is occupied, no additional Shareholders will be allowed entry.  Please be understanding if the lakeside is at capacity and you are denied entry.  In addition, you must bring your own chair to the lake and must NOT leave it lakeside.  Do not leave any personal items at the lake, including chairs. All items, including chairs, that are left at the lake will be removed by the maintenance staff.
We have been told that the county may visit the premises to make sure we are following our COVID-19 Plan.  In addition, if a member of our community becomes ill with the virus, contact tracers may be led to FLCC where an investigation will occur.  The county has the authority to close down our community if they suspect we are not taking all necessary precautions.  We cannot emphasize enough the importance of limiting gatherings while maintaining social distancing.
Lastly, the board would like to thank you for your continued cooperation in this very unique matter.  We are hopeful, that with social distancing and adherence to our COVID-19 Plan, we will be able to enjoy our lake for the entire 2020 season!

How long will the COVID-19 Plan be in place?
We must follow the restrictions until told otherwise by DBCH.  As the Mid-Hudson region begins to open up, we are hopeful we can ‘lift’ some of the restrictions.
Can I invite close friends if there are fewer than 10 and we stay by my bungalow?
No.  The COVID-19 Plan restricts any guests that are not family from visiting.
Can I take my boat out on the lake?
Yes.  You can go boating but must maintain social distancing while on the lake.
Can I fish from the shore?
Yes, if you maintain social distancing.  Remember that no fishing is allowed from the swim area.
Can I sit on my deck or patio with my family?
Yes, if you are unable to keep a distance of 6’ from you neighbor, you must wear a face covering.
Can I take walks around the FLCC property?
Yes.  If you are unable to maintain a distance of 6’ from a neighbor, wear your face covering.
Can I sit with a group of friends in the ball field if we are social distancing?
            Yes, if you are practicing social distancing and/or are wearing a face covering and are not sharing or touching other’s personal items, it is permitted.
Can my children or grandchildren visit me at the bungalow?
            Any family member who does not live in your primary residence (child or grandchild) should not enter your bungalow.  They can visit you outside if they follow the social distancing guidelines (remain 6’ apart or wear a face covering when that is not possible).

Upcoming Road Construction in the Forest Lake Area

The Dutchess County DPW is pleased to announce the construction of two improvement projects in our area.

Reconstruction of Beekman Road(County Rd 9) between the Taconic State Parkway and Sylvan Lake Rd. (County Rd 10).

Bridge replacement over the Fishkill Creek on Phillips Road.

Work will begin in the spring of 2020 and last up to 15 months.
